Situation

Guangdong Province, located in a region prone to frequent natural disasters such as typhoons and floods, faces significant challenges in disaster prevention and management. Grassroots administrative villages and communities often lack robust disaster response capabilities, highlighting the urgent need for a standardized and systematic emergency management system. In 2021, building on the foundation of national comprehensive disaster reduction demonstration communities, Guangdong Province introduced the innovative "Ten Haves" Construction Project to address these gaps through standardized configurations.

Problem

Before the project implemented, disaster prevention infrastructures of some grassroots in Guangdong Province were underdeveloped, leaving communities vulnerable to natural disasters and other emergencies. Without a unified and effective system for early warning, communication, and resource allocation, the ability to respond to incidents such as typhoons, floods, accidents, and public health crises iwas severely limited. This lack of preparedness increases the risk of damage, injuries, and loss of life during disasters.

Solution

To address these challenges, Guangdong Province implemented the "Ten Haves" Construction Project, which includes essential components such as an organizational system, a large loudspeaker, an alarm device, a shelter, a risk topographic map, an information card, emergency communication tools, emergency lighting, a disaster preparedness booklet, a publicity board.

As of early 2025, thousands of administrative villages and communities in Guangdong Province have adopted CTRLPA’s Safety Warning & Command System and Portable Directional Intense Sound System for Emergency as their large loudspeakers and alarm devices. These systems enable early warning for a wide range of unexpected incidents, including natural disasters, accidents, social security incidents, and public health emergencies. They also facilitate on-site command and coordination during rescue and disaster relief operations, significantly improving grassroots disaster prevention and response capabilities.
By standardizing emergency management tools and systems, the "Ten Haves" initiative has effectively enhanced the resilience of communities in Guangdong Province, reducing the impact of disasters and safeguarding lives and property.
