Situation

Sanyuanli Sub-district in Guangzhou City faced significant challenges in maintaining safety and emergency preparedness. Issues such as poor environmental sanitation, congested streets, and chaotic parking of electric bicycles and bicycles had severely blocked emergency response routes. These conditions pose a serious threat to the personal and property safety of residents, especially in the event of safety accidents or emergencies.

Problem

The lack of organized emergency response mechanisms and the physical obstructions in the sub-district hindered timely and effective responses to safety incidents. Without a coordinated system, the ability to conduct self-rescue, mutual rescue, and organized emergency operations was limited, putting residents at greater risk during emergencies.

Solution

In September 2024, Sanyuanli Sub-district launched the construction of a demonstration site for the "Minimum Emergency Response Circle" system, a grassroots safety emergency construction project. Thirteen "Minimum Emergency Response Circles" were established, each designed to ensure rapid and coordinated responses to emergencies. The system operates through a single walkie-talkie channel, enabling a "response from all at one call" approach. This system achieves:

  • Self-rescue within 1 minute

  • Mutual rescue within 3 minutes

  • Response from the incident unit within 5 minutes

  • Response from sub-district forces within 10 minutes

  • Response from the district-level comprehensive rescue team within 20 minutes

CTRLPA played a key role in this initiative by providing advanced acoustic precaution technology and equipment. Their systems offered strong acoustic support for safety emergencies, enabling large-scale and long-distance sound amplification for emergency publicity and on-site safety guidance. This has significantly improved the sub-district's disaster prevention and response capabilities, meeting the goal of "everyone emphasizes safety and everyone can respond to emergencies."
